I think grw has an important point. If the teachers in a state are paid by the state, then there's a good chance the state 457 plan is available to them. If teachers are paid by their school district, they are not included with state employees. 

I've tried to maintain this thread on state 457 plans that are available to states' teachers.  

 Fairly often I find a good 457 plan for state employees that is not available to the states' teachers.
